Why is gasoline cheaper in Hokkaido than in Honshu?

Yes, you are right, it is cheaper and that is because it has a cold climate. Prices of gasoline and kerosene are cheaper than in the rest of Japan, like a present from the government. Employees from Hokkaido also get heating aid in winter from their companies, so in the end they never pay for heating! It is a bit unfair to the rest of Japan as air conditioning in summer gets very costly too and no aid is given.

Because the demand is higher there than in Honshu.
There are fewer trains and buses there than in Honshu, therefore more cars. more cars = more fuel consumption = higher demand for fuel = gas is more expensive.

Now Tokyo is also cheap. It is around 120-130 yen.
One ordinance regarding gas tax expired at the end of March. Now every gas stations are doing price-cutting war to get customers. The gas price is 25 yen per liter cheaper from April 1st.

Always? Then it is just because Hokkaido is rural prefecture. But I checked the price on the net, Hokkaido’s price is around 119-122. This is tax deducted pirce. And it is not that cheap. Only 2-3 yen cheaper than Tohuku area.
